Does luck effect random encounters? : Fallout: New Vegas

I am wondering if putting more into luck just for special encounters would be worth it. I have no need for the critical rating it gives.

Not sure about that, but Luck will DIRECTLY affect gambling when you gamble...

Hmm thanks, I think I will not gamble this play through. I am also not concerned with companion "Nerve". Also a bump to see if anyone knows for sure
