Hello, I installed this game for the first time today, steam apparently downloaded patches for the game, and I was able to set my options.
But when I actually pressed the play button, the game went through the Bethesda logo and others, and came to what I presume is the main menu, except no text appeared and a faint box saying something along the lines of finding dlc. From there, the game didn't move at all, and using Ctrl+Alt+Del said the game wasn't responding.
So I looked around, and people on the internet suggested download d3d9.dll, and turning off steam synchronization. I tried that, and restarted the game, Now it froze on the Please Wait screen.
So I went back out, turned sync back on, and tried again, now it freezes at the Bethesda logo. Any help would be good.

Okay, I just tried again, leaving d3d9.ddll in the folder and disabling sunch, and tried again, it got to the main menu screen, with the faint box that says 'Loading downloadable content' and the other menu buttons very faint as well.

Since you have installed d3d9.dll, I'm not sure I can help you...
This is not the way to go, attempting to get the game to run for the very first time.
You must tune up your rig before attempting to start the game.
Defrag your harddisk after latest patch installed; reboot.
Setup your nVidia Control Panel or ATI CCC for all high-performance or application-controlled settings, with no forced vsync, AA, or AF.
The game launcher's video setup makes unfortunate choices in the default settings it recommends.
Manually select your native resolution, no vsync, no AA, and maybe 4x AF.
Choose a modest video preset (ie. Medium) to begin with, until the game is functioning.
Once you get things running, manually increase all viewing distance settings from within the game options.
(You could alternatively adjust these from within the game launcher too, if preferred.)
I have been referring people to http://www.tweakguides.com/, since it saves me a lot of typing.
For further/specific advice from us, you must supply a DXDiag report.

Your vidcard is low performance.
It has 1GB memory, but it is very slow (DDR2).
512MB of a faster memory would even be preferable...
Unfortunately, it is a vidcard marketing scheme - so they can splash "1GB memory!" on your vidcard box.
I don't believe the vidcard is sufficient to run 1920x1080.
I'm sorry, and no offense, but you should not attempt to play modern games with that vidcard...
Even a GT240 w/ 512MB GDDR5 would be much superior, and they cost only $89 bucks.
However it should be possible to get your game to run with very minimal settings, even if performance was poor, so it's possible something else (like an audio codec etc.) is sabotaging your startup...
You do have tons of stuff installed - it's not really a strictly gaming machine.
Emptying your Startup folder and ensuring your rig boots up as clean as possible (ie. no messengers, updaters, utilities, Quicktime players, Real players etc. running) will help you.
And blow a hundred bucks or two on a nice vidcard - you deserve it.

I never had any intention of playing on 1920 X 1080, I always play 1360 X 768 and set shadows to low. In any case, I've been able to play Fallout 3 with everything set to high, so my graphics aren't in question.
