Can't finish Raul's quest : Fallout: New Vegas

I have almost finished Raul's quest, I just need to speak to Loyal. However, he is busy working on his bomber or somesuch, and has vanished from Nellis. Is there anyway to bring Loyal back? A reset code or such?

no, because I can't talk to Loyal, because I can't find him, because I've already delivered the bomber to Nellis. Ah well...
