I know it makes you throw faster outside of VATS, but does anyone know if it effects AP cost for thrown weapons as well?

I have that perk and to be honest I'm not sure. Since it's my first character I have nothing to compare it against but I can tell you that when I throw dynamite in vats it seems to go really fast. Just figured I'd give you a bump because this topic will be on page 20 in about half a minute buried by whiners.
