So when I started I decided to try out hardcoe mode, plot my stats and perks, blah blah, but I couldn't resist the luck stat. There's gambling everywhere; the luck stat MUST improve your chances of winning, right? Oh, HELL YEAH.
The first time I went up to a slot machine in the Atomic blahblahblah, I hit jackpot: 18,000 caps. I saved, waited, and went the next day. Another jackpot. Sweeeeetness.
Besides the absurd number of critical hits I get (one shotting has never been so easy), I'm so loaded that I can purchase damn near anything.
So, as this post is lacking in being all that helpful, I shall part on this note: The Luck Stat Is Not To Be Trifled With!!!!!!

Yea, its even easier in this game to have more caps than you know what to do with than in Fo3. My character was like, lvl 5 and I got to the strip and had over 20k caps in like 15 minutes. (luck stat 7, no jackpots, just betting 200 at slots over and over and over)

I played a slot machine for like an hour and made 5000 caps with just the minimum bet.

However, I didn't win a single freakin' hand at blackjack for over an hour of play and, IRL, when I went to Vegas for my 21st birthday, I won over $1200 by playing blackjack.

New Vegas is obviously rigged

Haven't played Caravan yet. I think I might have enough cards now, but I need to go back to Novac and check (I keep all my cards there until I can get a full deck). I assume it's an actual minigame and not like when you play Tragic in FO2?
