In Fallout 3 there were plenty of barbers around to change my character's hair on a whim. But I'm having trouble finding anybody like that in New Vegas. Could somebody help me out here?

And while we're on the subject, there was a guy in FO3 who could also let me change my character's face as well. Is there anybody or anything like that in New Vegas?

If you join the Kings, their barber will help you out I hear...other than that I don't think so.

This, I think his name is Sergio or something...
