Where is General Oliver

The wiki states that if you finish "you'll know when it happens" you can talk to the general to start the attack on the dam, where is the general? I have looked all over the dam and cant find him. Back at Mccarren the Col. says the general is on his way to the dam, the wiki says to talk to him now to start the battle at the dam. Any help would be appreciated very much!

You only meet him once you pass the "point of no return" for the NCR quest. You'll be automatically transferred to him once you progress the quest by talking to the guy who gave you orders for the presidential visit (don't remember his name at the moment, but I'm sure you know who I'm talking about).

If talking to that guy doesn't give you the option to progress, then you've probably hit a bug.

You're not going to find Oliver by looking around. He isn't there.

Ok, there is a Sgt I think standing just outside the first dam round house for lack of a better word, he is the one that I talked with about the pres. he is now silent and wont talk to me, is this the guy you are refering to? If so, glad I save alot!

Looking at the wiki for the Eureka! quest, which is the one you need to start, it tells you to talk to Oliver to begin it, but I'm sure that's incorrect, as you will have already begun it by the time you see him.

I thought that Ranger Grant gave you the option to go to Oliver, but the wiki for "You'll Know it When it Happens" says that you should talk to Col. Moore. I don't remember it that way, but she's probably near her office where she was earlier.
