I can't seem to persuade anyone, literally 20 minutes ago I had a chance of 17/20, and no matter how many times I reloaded, I could never successfully pass it. There's a red box outlining any persuasion quote. Have I missed something important?

17 20 is not your chance it means you had 17 skill and needed 20. There are no chances anymore you need that much skill or no go.
