BIG lag issue

So I've tried everything I can think of even the iFPSClamp=60 things, new .dll, and turning off all the water stuff, and turning my settings to as low as the can possibly go and it still stutters along. This never happened before the newest patch. 1) How can I make this stop? (The iFPSClamp=60 thing worked for awhile but not it just makes everything slower) 2) How can I go back to a previous patch version. My system specs are above the minimum and this never happened to me before playing this game until a long absence and having the game patched a few times.

My specs:
3.2Ghz Duel Core
4gb Ram
Ati 5700 series

Grrr very frustrating.

HAHAHAHAHAHAHAHAHAHAHAHAHAHA good lord I'm [censored]. I'm going to leave this post up so maybe it will help others but after trying EVERY thing I could think of I finally decided to see if there was a driver update for my graphics card. I figured the most recent patch would probably be working off the idea that you would have the most up to date graphics driver. And it worked. Max settings on everything up to and including all water features, samplings, AA's, everything. Everything I can get to run at max settings is at max and it runs with no slow downs what so ever. Don't be [censored] like me and waste two days of your life! Try updating your drivers! Guh I feel like an idiot...
