Damage Threshold is subtracted from the gun damage. If DT is equal or higher than gun DAM, very little damage is let through. If DAM is higher than DT, then damage is let through normally.

Imagine wearing a bit of sheet metal over your belly and getting shot by a BB gun... The BB's will never get through the sheet metal (but may still sting); This is similar to the Sheet metal having a DT that is higher than the amount of damage that a BB gun will ever do. However, if you were shot at with a pellet gun... That could punch through the sheet metal and possibly your clothes, and even your skin, (but it would have been far worse had there been no sheet metal)... That is similar to a weapon with higher damage but still below the armor's DT.

Now... Get shot at by a real gun and the sheet metal is useless against it and the bullet would punch past it as though it were not even there.
(It does damage beyond the sheet metal's DT, and ignores it.)

Technically (and I don't personally like this part), what I've read says that 20% of a weapon's damage will always get through the DT (even BB's).
I don't like it because it means you can shoot a power armored opponent to death with a BB gun.

I think it would be easier to just say it this way; if you have a DT of 2, and you get hit by 20 damage, the damage is reduced by your DT and you're only taking 18 damage total. In Fallout 1 and 2, DT was a defense that always blocked a set amount of damage, no matter what. DR is where I'm confused, as Fallout 3 only had the one stat, and while New Vegas is more in line with Fallout 1/2 than Fallout 3 ever was, I'm wondering if they made any change to it. It would make sense, considering all the changes that brought NV back in line with the original Fallout's.
