There are 100 in the game to find. However you should start getting some random encounters related to the caps once you get 5 to 10 of them.

If you do some quests for The King eventually he'll give you the option of joining them and one of the perks is access to their barber.

You need 50. Currently I've been stuck at 46 lol I even downed liked 60 bottles of the stuff, and manged to only get 1 :cryvaultboy:

1. Someone in the Kings will cut your hair for you when you finish G.I. Blues.. Can't remember who..

2. You need 50 Star Caps to get the reward from Festus.

Yes.
I had 76 Star Caps on me when I was in front of Festus.
Now I'm carrying ~26 of them around with me - and I keep finding more!
