Anyone else not able to level up on a new game?

Xbox360, up-to-date.

So i blasted through the game real fast on hardcoe for the achievement.

Now I want to play again and take my time but there is a problem.

No new character I make can get past level 1. I end up with 600/200 xp needed, or 1000/200xp needed. But the level up screen never appears.

-I've tried making several new games from scratch.
-I've tried skipping the tutorial and wandering off to the wasteland to gain xp.
-It's not a stuck dialog box or nearby enemy. (or if it is it happens automatically on every new game i start, no matter where I go or what i do.)
-Tried clearing my xbox's system cache

The only thing I can think of is if it's caused by taking items from the docs house before completing the character creation process (before the inkblot tests)? Seeing as the items aren't marked as 'steal' and don't affect the players karma during this time.

I've looked online and have seen a small handful of people with this issue, it seems to only be people who have finished it on hardcoe and are trying to start again.

Curious to see if anyone else is facing this problem, or if the devs know about it and are looking into it.

*EDIT* Also, i tested my other save games and they level up fine, it's just new games that have been started since I finished the game.

I had to finish the first set of quests from Sunny in order to gain the leveling ability. If you walk off and go rub out some Powder Gangers then come back, it won't work. An odd bug i'm sure. But Try recreating the character and before you wander off do at least the quest where sunny teaches you how to shoot *IE: The tutorial.*
That fixed it up for me, i've since created 4 characters to see if it was still bugging, and it was fixed. Hope this helps.

Thanks for replying.

I've tried doing the tutorial completely, stopping halfway through, and skipping it entirely. No dice :(

Also tried accessing the 'change your character screen' before and after the tutorial, with modifying and not modifying my character.

hmm. Do you have hardcoe mode enabled? And have you actually shut down the xbox and restarted it?
My experience was, "Achievement Gained: hardcoe." Roll the credits, shut down xbox go to bed. Wake up turn on xbox, can't level wtf. Throw Xbox controller at the tv. Go to best buy and get new TV. Come home install new TV, hook up xbox, start new character, follow tutorial til you can "End Tutorial" don't LEAVE Goodsprings until you have enough XP to level past 2.

hardcoe mode disabled.

Xbox has been off and on multiple times since.

I really want to play again :(
