188 stop. Go down below the overpass (where the food shack is) and there should be a gun runner caravan guy (Anthony?). Goodsprings guy also has some mods. In fact, a lot of the guys you can buy weapons from have mods, at least in later levels.

What gun mods are stocked is pretty much completely random- those two vendors and whatsisname at Crimson Caravan tend to be my suppliers. You just have to keep checking back throughout the game until they (hopefully) get the ones you want.

some of the mods seem to "unlock" as you get to higher levels. weirdly enough.

i've yet to figure out who supplies Novac with C4. i would love to be able to raid a caravan of explosives or something. then use c4 on a building. that would be cool.

or you can find the Rat Slayer wich has all mods of the varminth riffle...with extra dmg. if you want mods to respawn faster all you gotta do is buy all the stocks from vendors, then play games of caravan with them until they are broke. come back 2-3 days later, and VOILA! fully stocked again with all sorts of cool stuff! playing second time around lev 16 with 200 000caps and almost every gun and mods... WOW! that was so tough!!!.... srly guys cmon are you for real? do i need to tell you wich vendors you can do this with too? al i gotta say is Primm, Mojave outpost and Novac. Oh and check the gun runner hut regularly.

I go to gun runners by the strip, got the anti-material rifle around lv 14-16. they have almost everything in the gun category. the anti is all i really use with my 100 sneak and that perk that makes you shoot 20% slower but 20% more accurate. the anti seems to me to be more accurate than the sniper rifle while being way more powerful. i can hit anything with that (anti), even the stuff that wont spawn from being so far away unless you look through a scope. love using the flame rounds on it also. and since you can pickpocket repairmen, i always have the anti in tip top shape :)

Alexander, and be wary that in order to purchase weapons from him, you need a skill level in Guns of 40+, otherwise he won't sell to you. he will however, mark the location of the Gunrunner Venditron, where you can buy them no matter what skill level you have, but some are *really* expensive...
