Are the enemies still scaled?

I remember FO3 having enemies level up with you. Is it still the case with NV? Thanks in advance.

For a fun time, run basically straight north (maybe a tad east) from the starting town and try fighting some casadores or giant radscorpions. Be sure to save first.

FO3 didn't have enemies that level up (at least not to the extent that you had in Oblivion).

In Oblivion, bandits would be level 1 when you were level 1. Later on, those same bandits would still be the same bandits, but scaled up to match your level, complete with expensive armor and weapons. So you were better off just doing the main quest at level 3 or 4, rather then leveling up and then attempting it later. You never managed to pull ahead of the enemy mobs in Oblivion unless you "gamed" the level-up system to make yourself super-powerful. Of course, if you didn't game the system, you'd fall behind the power-curve and have a rougher go of it.

In FO3, harder enemies are slowly spawned in as you level up. So for the super-mutant spawn points, you would start with regular super-mutants (tough for a level 3 character but fairly easy at level 6-8). As you leveled up, Brutes would start spawning more regularly in place of regular SMs. Then you'd start seeing Masters more often, and finally Overlords would start appearing. Some places, you would see Masters/Overlords always, but those were typically hand placed to be more difficult spawn points. Go to a place like the chapel north of Big Town, and you'd always find a Master + various levels of super mutants. Go early, and it would be a master and a bunch of regulars. Go later, and it would be masters/overlords plus a variety of the regular and brutes..

The end result is that there were definitely places that you couldn't go in FO3 until you leveled up (or were extra sneaky). But as you leveled up, critters become something that you swat like gnats, and you start saving your attention for the more difficult spawns that start showing up. Raiders which were difficult at low-levels become mere nuisances at higher levels and later just a source of spare ammo. You could run into things like giant scorpions or masters/overlords if your luck was bad enough and the RNG decided it didn't like you at level 3.
