So once I finished helping Hardis become the elder he says that I should go to the NE bunker if I ever need repairs. The NE bunker has nothing in it, I talked to pretty much every NPC in the BoS bunker and none of them open a dialog for repairing.

After that, once I became initiated into BoS, he says that I am free to purchase any items from BoS, except there is no NPC that allows me to buy anything and all the items and lockers(except the one near the entrance for free ammo) are red .

Am I missing something obvious here?
