Ok, so I'm not a big Fallout: New Vegas player, but my dad is.

And we need to find him a shovel.

Any clue where we can get one?

I bought one at the Goodsprings store. (They're listed under weapon which threw me when I first started snooping around.)

there is a shovel right by the goodsprings source. As you walk up to it there are three different parts to it. One up to the right, one down and to the left and then the third one that is just up from the first camp fire you make healing powder on. There is a shovel on the ground by the second or third one, im sorry i cant remember. But its on the ground kinda leaning on the concrete in the bush/shrub thing. Sorry if i am confusing. No matter what tho, make sure you repair it cuz you can only have one (in my experience, so dont quote me) also mine always seem to just go away after a while...

I've logged a few hundred hours and only found one place to buy a shovel, Chet in Goodsprings. I have found a couple laying around but only one place to buy one.

It's too bad there is no Grave Robber perk or fame for looting the dead.

Seeing those first interactive gravesites in Goodsprings brought back fond memories of FO 2.
