Svc. Rifle Forged Reciever

Does the forged reciever for the service rifle seem messed up to anyone else? It is supposed to add +50% to the gun's condition. I assumed it meant total condition, because that's the only thing that makes sense or would be worth the high cost. But when I use it, let's say if the weapon is at half condition, it goes up to about three quarters. That means it is adding 50% to whatever the weapons current condition is.

So, If I have a rifle at 10% condition, this'll bring it up to a whopping 15%! And since condition degrades, we're paying all that money for a temporary improvement. That can't be right.

Here, though, is the kicker. Even if the above is working as intended (which would be ridiculous), this is clearly not right. I tried fully repairing my rifle before applying the mod. Guess what happens. The guns condition drops. All the way down to roughly a quarter! At first I thought maybe it was like a second bar or something (even though that would mean condition was at 125% rather than 150%), but no. The gun's damage is all the down at 12. Even better, though, it now cannot be repaired. At least not with repair kits.

Are all the weapon mods broken like this? For instance, I have a laser rifle, in very low condition, that I earlier put a beam splitter on. Its DMG is listed at 2.3x3 (even though the splitter is supposed to make 2 beams but w/e). If I put the focus optics on it, which is supposed to add +3 to DMG, it only goes up to 3.0x3.

And in further news: If I apply the mod first, and the durability goes up a bit, but doesn't reach full, then start applying weapon repair kits, each repair kit drops the condition roughly the amount it normally increases it, until it gets down to about 25%.
