Like a legitimate trooper of the NCR.
After your done with Benny (I chose to kill him EYE FOR AN EYE [censored]) you will be confronted to two men. One is from the legion and the other is from the NCR(made obvious by his armor). Follow what the NCR trooper says and you should be able to become a full trooper. (At least that is what happened to me)

HE told me to meet up at the Strips Embassy, After I do that quest will I be able to join into the Army?
