I put the chip in computer/terminal.
now it tells me to find eastern power plant and turn it on, but i cant find it, i followed the map marker, up and down
goes to blocked doors, or caved in doors.
Caesars legion attacked the NCR there when i started the mission as well, is that a problem with the quest?

You need to check another level. What you're looking for is a switch on a wall.

What do u mean by check another level?

It is just a one floor building and rather small at that. Quest marker should take you right to the front door so not sure why you are having trouble. The legion attacking shouldn't matter and actually should help. The NCR guys do not want you to enter this building and won't like you messing with the computer. A stealth boy hid me just enough to do my thing.

I dont see any switches on the wall, or anything at all... is there a screenshot someone could take to help me out?.

There's a computer terminal on the back wall of the building that you need to use.

I'm having same problem. Did you ever figure it out?? These guys on here are sayin its on back wall. The only thing I found where the marker keeps sending me is on the bottom floor i bg open room there is a dark skin guy in jump suit that looks like a maintenance guy in front of big computer terminal but there is nothing that pops up to let me do anything!!! Ive gone to every floor!!! WHERE IS IT!!!
