Gameoverlay is steams in game menu that you can bring up in game (alt-tab). Other overlays that also hook fallout nv can cause conflictions.
The overlay can be disabled in steam through the library properties. Disable steam in game community checkbox(something like that).
Disabling it will make NVSE not work if you use mods.

Some steam info:

Check out interfering programs

The file that fails to verify should be safe to ignore. Check your steam directory for a file called gamevalidation.log. The file should be installvbscript?? something like that.
My copy fails on this file and it seems to be a common issue. I believe there is a "fix" for it too. I never bothered.

Yep i know what the DLL is responsible for. I just thought I'd bring this to the developers attention. When it works, it works for the whole game session, when it doesn't work it crashes very shortly after the launcher opens. Essentially the chances of it corrupting your save games is non existent and the fact that it doesn't always happen, makes it a pretty minimal issue to worry about.
