Read the forums there for more detailed instructions on installation. But the quick answer:
Install your mods to (assuming default Steam location):
64bit OS: C:\Program Files (x86)\steam\steamapps\common\fallout new vegas\data
32bit OS: C:\Program Files\steam\steamapps\common\fallout new vegas\data

Launch the game, click the Data Files button, put a checkbox next to the mod you want to include.
