I think we all know Vegas is fine. Not just from the Trailer that clearly show this but If you played fallout one

you would learn that Vegas survived the war as well and that it is run by mobsters, you learn this from a man named Tycho.

It also tells us why Vegas is ok

Mobsters bribed Russian military to remove Vegas from the nuke list. they could have done the same with China
