You cannot decrease you Infame. Unless they off you the Safehouse only by judging you fame, you are out of luck.

Well I equipped white glove society clothes and mask which put me at neutral then talked to caesar. He repremanded me for turning the great khans against him. I then informed him the white glove society wouldn't be helping him either, he wasn't too happy. He gave me orders to go destroy the BOS. I then passed two medicine speech challenges. I exit talking to caesar and get messages the ncr has branded me a terrorist etc. Check my fame and Im now idolized by the legion. I immediately talk to the guy and get warehouse key. Change back my clothes and boom Im wildchild again. So I made it work. Off to massacre the ncr now.

just put your White Glove attire on and get a lot of fame, just hand in a lot of dogtags at Cottonwood Cove (to Aerulius, he gives you moar fame for handing them in then Severus Snape).
