I don't know if this is normal, but after going through what are on the tables and shelves compared to what you can buy on screen. it's quite different. There are quite a few different weapons and such I'd like to buy that I see on the tables, but talking to Gloria and looking at her selection shows nothing of interest. Is this a bug or?

yeah, some items can indeed only be stolen.. It's not a bug, more of an oversight

A vendor's inventory has nothing to do with the objects near them.

It's really annoying.

It is. My (usually) Good Karma character finally got tired of it and swiped the plasma rifle he wanted. Got away with it, too.
