okay so i found they legion guy in the tower,him and was forced to kill him. i looted his body got everything on him
i went to hsu he told me to go to the monorail i defused bomb with key card



now heres the weird part it says to report back to hsu, all he says is "what happened" but there is no dialogue option for the bomb in monorail, tried to resort to early save stiil nothing

any help did i do something wrong? i followed everything to the key

Do you have a save you can go back to before looting the spy's body. I've done this quest so many times and never had anything go wrong. I always race to the monorail before going back to hsu.

Try leaving Curtis alive, you have no reason to kill him.

There's plenty of reason to kill him. Leaving him alive might be an option though if killing and looting him and going to straight to the monorail to defuse the bomb then seeing hsu isn't working.

update... the only way i get dialuge is if i let the bomb explode, yet i still get NCR fame. that doesnt sound right

Have you got a save further back, from before you talked to anyone about the spy?

Don't confront Curtis in the tower.

Stay in sneak mode and listen to His transmission (dialogue).

You leave and defuse the bomb on the monorail and tell Colonel Hsu Curtis is the spy.

You never see Curtis after this.

On the contrary, his dead body can be found--and looted--in the tower.

i did not confront him as soon as i entered up the stairs in sneak (100) he turns and asks what im doing then turns hostile

Do you just stay by the door in sneak or do you attempt to go up the stairs. Also do you have any mods that affect characters ai.

sneak up stairs hes talking on radio and just turns on me

Go in the tower after him but don't move away from the door, listen in to his conversation then leave (activate door ) without moving your character. He shouldn't discover you unless you move. So you could try just listening and leaving him alive to see if that works as suggested above. Once I did leave him alive and it worked out but you have to be able to defuse the bomb with explosives/repair skill if you don't loot his body if I recall correctly.

Also:

Once you are done listening to the covert conversation, leave the tower and immediately head for the monorail as fast as you can go without talking to Colonel Hsu. After the bomb is defused you can then turn Curtis in to the Colonel to complete the quest.

This is of vital importance due to a glitch in the quest script: if you rat out Curtis prior to defusing the bomb you cannot save the monorail no matter what you do. Thus the order of operations as outlined above, as that is the only way the monorail can be saved.
