Game in not biased towards NCR

The game is set on the NCR side of the Colorado River so the NCR is going to be more influential in the flow of things. There ya go

So what if it's set on the west side?
There should still be more NPC's in those Legion camps that ARE available which we could accept quests from.
Nelson was just pathetic.
It had one person to talk to, Dead Sea.
Besides him there isn't anything at all to do around there.
While Camp Forlon Hope has like 3 or 4 quests and lots of people to talk to.

It doesn't matter that the majority of the map is under control by NCR, but that the few places where the Legion do exist has no quests.
In fact, it would make more sense to gain quests from Legion asking to go to these NCR places and sabotage them and stuff
But currently the game favors NCR too much. (again, not influence over settlements, but amount of quests.)
