Arm 4: Pulse grenade launcher, for fighting robots.

Self-charging stealth unit (like a stealth boy, but multiple use)
Gas dispenser for non-lethal crowd control.
Titanium outer hull, double-thick over critical systems

Eye: Liberty Prime Laser + Enhanced Sensor( can detect any stealth unit immediately, even with 100 sneak skill )
Head( attached device ): Mesmetron + Orbital Strike, Nuclear Warhead guiding laser
Left Shoulder: MIRV + Missile Launcher
Right Shoulder: Tesla Cannon + Pulse Gun
Left Hand: Vengeance + Heavy Incinerator
Right Hand: CHAINSAW!
Body: Anti-pulse shield

It would be a combination of Liberty Prime and FISTO. "Assume the position...or else...communist pilgrim." Voice would be John Wayne.

Did I mention that the ranger face's eyes are red? Bright red. Much scarier than the white-on-black in the first two Marks. When you see a Mark III, you know that your derriere is new mown grass.

Also, three wheels. One does wonder how those one-wheel ones vanage to stay vertical. Ask anyone who's ever tried to ride a unicycle what that's like.
