Iv killed ceasar, compleated nelson, cleaned out cotten wood cove and pretty much have done everything else that would start his companion quest. Only problem was that he was never there for any of it. Is there anyway I can still get him to start with without him being there?

You should be able to take him to the triggers points and he'll still talk to you.
