1.Give all chems weight
2.Give all ammo components weight
3.Healing items give health slower

1.Unless it is unrealistic half a pound or one otherwise it is pretty pointless.
2.Lead have weight
3.Stimpak's regen speed is lower than food with decent survival already.

It's tortuous enough, thank you very much.

1.Give all chems weight- this one I could see, although not much weight each.
2.Give all ammo components weight- this would make ammo conversions a royal pain, so no thanks.
3.Healing items give health more slowly- no real point to this, as some of them already have a period of 1 minute. Reducing how much is given per increment might work, though.

Responses in red, above.

I don't see a necessity to increase the burden hardcoe already implements, although making the penalties for not keeping your meters low actually hurt would be something I could get behind as the current method of stat hits doesn't really do much unless you let the meters get really high and leave them there. Even then, losing a few skill points as a result tends to not really matter given the superabundance of skill magazines with which to cover the loss for those few situations where it would actually matter.

Of course, that would mean giving the skill and STR weapon penalties some actual teeth, which is an entire discussion by itself.
