I've searched around a bit, and found nothing but generic references online to the who they are and where they are, but I'm having trouble recruiting.
Veronica (a supposed potential companion) gave me no speech options when I encountered her other than useless ramble. Now upon returning to her I have no speech options at all. Just "goodbye" Did I miss something here?

The other one I can't recruit... well... can't find, is The mission there, I resolved in 30 seconds by fixing a robot, but I can't find the potential companion. There are 2 doors in the area that require a key, so I'm assuming he is behind one of them. How you get access to those doors, I do not know. After completing the quest, I was left with no speech options for any locals. ...and searched everywhere for a key lying around, to no avail.

Did I miss something, or complete quests in an improper sequence or something?

This really should be in the hint/spoiler section, don't you think.

I had my suspicions of that with Veronica. I had found a youtube video that refused to load for me for some reason that had me thinking that was the case.
....nevertheless, if this is a common enough question, I guess the information is out there. I just didn't search hard enough.
