Last time I played, under the catwalk in BOS HQ was a firing range and an armoury. This time, it's just an empty room and a locked door. I have BOS fame, and am trying to get the missing pistol quest going. Any idea why the firing range guy hasn't triggered? Or how to get him back?

The firing range and armory are above the catwalk, right now you're under them
