Entering NCRCF while vilified with Powder Gangers?

Okay, so I want to do one of those things I've never done in this game before because they weren't the easy choice OR the optimal choice. I plan to enter the NCRCF to install Meyers as Primm's new sheriff and to retrieve the volume of Lying, Congressional Style that's supposed to be there. Trouble is, I am Vilified by Powder Gangers after having killed a bunch of them in Goodsprings and along the way to Primm and Sloan. My questions are as follows:

1) Is it possible to enter and leave NCRCF peacefully while Vilified by Powder Gangers? Would a Powder Ganger disguide help? (I have a Powder Ganger Guard Armor in the stash).

2) If I have to fight, will Meyers join the Powder Gangers? (And if not, is it diffucult to fight my way through without hitting him by accident?

3) I am currently Level 6. How hard a fight should I expect within NCRCF?

Like I said, I'm level 6. Guns skill currently at 30. My arsenal includes a scoped Varmint Rifle (no silencer), a scoped 9mm Pistol in perfect condition, Lucky, a Service Rifle at 50-60% condition and a 9mm SMG at 50-60% condition.

It shouldn't be too difficult; if you have trouble, lure them indoors and use the walls and desks as cover. VATS would help, too. Btw, are you pursuing your "Military Build?" Tell me how that turns out.

I am pursuing it, yes. So far I'm only at level 6, the only automatic weapon I have is the aforementioned 9mm SMG at 60% condition and ammo is limited, so its hard to judge. I'll update the military build thread later on :)

Thanks for the help.

P.S. Cleared the place out. Not too hard. The snipers on guard towers could have been a major problem had they loved their varmint rifles a little more and their sledgehammers a little less.
