They're not craftable in nv..

You can buy one from quartermaster Bardon in hoover dam offices or you can buy one from the great khans armorer..

If you are level 1, I would recommend walking to Novac by taking the road. After a Viper ambush when you leave Nipton, there are traveling merchants who get in a fight with with some legionaries. I've seen guys spawn with Shiskebabs there before.
