If you are trying to aim a weapon that has a 10 strength requirement, will the detrimental effect of not meeting that requirement be the same whether your strength is 1 or 7? In other words, does your accuracy suffer as much with a strength of one as it does with a strength of seven; or does it work such that with a strength of one, your accuracy is terrible, but with a strength of five, it's only sort of bad, and with a strength of 9, the accuracy penalty is barely noticeable?
Conversely, does having a strength ABOVE the weapon's requirement improve your accuracy with it? I noticed that, with a strength of 7, I had a MUCH higher chance in VATS to hit with "Lucky" (which has a requirement of 3) than with a 12.7mm Pistol (which has a requirement of 7). Perhaps it's just that the 12.7 is inherently less accuracy than "Lucky".
