I much prefer the Weapons Upgrade for ED-E (http://www.newvegasnexus.com/downloads/file.php?id=40253), but on my current playthru, I only got Knight Lorenzo calling in about ED-E. Is it bugged and I'll never hear from the Followers lady, or are there events later on that I can trigger to cause the Followers to call in about ED-E?

Go find the lost brother hood team. Once you find them the FotA should contact you.

You don't necessarily need to "contact" the Brotherhood first. You just need to find the downed team in REPCONN HQ.

Shortly after you stumble across them you should get the FotA communique.

after like 6 playthroughs i never once got the fota call on ede then one day walkin into hidden valley bunker i got both at once,seems like one of the many random things

Yup, confirmed! The FoTA call will not trigger untill ones discover the location of Hidden Valley.
