Maybe this was answered, so I apologize if I couldn't find it. For example, I think the laser rifle has an energy symbol with a 25 next to it. Does this mean at a skill point level of 25 you get the max damage from it, or 25 is the minimum to use the rifle accurately and as you increase your energy weapons the damage goes up? Thanks!

It means 25 is the minimum to use it without penalty (extra sway/less accuracy).
