To get haircuts you need to need to join the kings, then sergie will change you hair. As for facial changing I have no clue?

facial changings can be done with a cheat. Press the ` button [should be next to the 1 button on the top of your keyboard, below esc or somewhere else lol] to open up the console command. All your stats should disappear, like health and stuff and youll see a type line in the bottom left of your screen. then type "showracemenu" to unlock the chargen menu. There you can change everything, your eyes, facial features, hair style color w/e. I have no idea if this has any effect on high level characters, I thought it can sometimes effect your characters stats. But not sure to it should only change ones appearance. It's not really like an rpg way to change your facial features but what do you expect? Plastic surgery in the wasteland?
