You will need more luck for an energy weapon build, since you wont be doing a lot of damage against high level enemies without criticals.

Heavy energy weps chars should have higher luck, you will be doing most of your damage through high crit rates. Lower some of your other stats in favor of a luck of 7-8.

I would go with

S 5(-2) P 8 E 5(-1) C 4(+1) I 6(-2) A 5 L 7 (+4)

Maybe even pull one more point out of perception and put it into Luck. Nothing lower then 4 across the board is my baseline, even for CHA. Otherwise followers don't do much of any damage.

You are wasting points at perception. Only thing which is influenced by perception is distance at which enemy markers appear on your compass. I would put it down to 5. If you want to have better criticals perk (which I recommend), then set it to 6. Anything over is waste. If you want to have that perk, you however need luck 6, which is good candidate to boost in your build. If you use strength just for weapon wielding, you can consider taking perk which lowers strength requirement of weapons by 2, in which case you can lower your strength to 6 and you will be still able to use heaviest weapons.

Perception has an effect on accuracy for Energy weapons, certainly for manual aim. Never tested it in VATS, but would be easy enough to do.

I would go with
Str - 5 + 1 implant = 6 (plenty for most weapons and you can get the Weapon's Handling perk at 16 if you want weapons with 8 STR requirement)
Per - 6 + 1 implant + 1 Boone's beret + 1 Four Eyes trait (personal preference but I'm always wearing Sunglasses anyway) = 9
End - 6 + 1 implant = 7 (with this endurance you'll be able to take all implants except CHA and regen)
Cha - 1 (most useless stat overall, perfect for sacrificial)
Int - 9 + 1 implant = 10
Agi - 5 + 1 implant = 6
Luck - 8 + 1 implant (+ Naughty nightwear for bleeding the casinos dry) = 9

As the other trait I'd go with Build to Destroy since EW = high crit requirement

No it does not. It have no influence at accuracy at all. There was long thread here about perception and people were testing it.
