The way respawn worked in Fallout 3:
- NPC or critter initially spawns in at the marker that is placed in a CELL using GECK. They then start their patrol pattern, or normal activities based on their AI package.
- However, respawn occurs at the location of their corpse. They will then start walking back to their original spawn point and resume their normal patrol / activities. Unless their AI package causes them to aggress on another NPC/critter.
I used to draw the raiders north of the Pentagon entrance over to the Brotherhood of Steel guards in Fallout 3. Every 3 days, the poor souls would re-spawn and immediately draw aggro from the BoS. If I was feeling particularly cruel, I would drag their corpses up and put them right next to the BoS. Just to make sure they couldn't get away before they got cut down again.
So, after the NPCs die - drag the offenders as far away as possible. Preferably in a direction towards which they will start walking away from the problem location. This may take a bit of observation or knowledge of the area to know which way is the best direction.
