What is wrong with the guns?

I genuinely enjoy using the Lever-action shotty, but I have to put it down because of....something that makes it so that after I reload, I basically have to wait around 5-10 seconds before I can actually fire it again. And if I get a little too anxious on needing to squeeze of a shot to finish off the fiend toasting me alive, my character then shoots off 2-3 shots, like a series of attacks queued up in Vats.

What is going on?

The PC patch broke all lever-action weapons is what's wrong. Any weapon that holds more than one round of ammo and loads that ammo one round at a time is effectively useless. The Bug also effects NPCs. When it kicks in for them they freeze up like statues and become sitting ducks.

I can't stand that glitch. When a Deathclaw or a pack of Cazadors are barreling towards you you don't have a second to spare. Let alone 5-10. I have to be careful when reloading because if I hit a button the post-reload freeze tends to happen almost guaranteed. I get this on the 360.
