What is up with the Reputation Bugs?

Why is it that when I have NCR apparel on my reputation with them remains stagnant, whereas if I wear apparel that has no faction affiliation I gain rep like crazy? Something is bugged with the reputation sytstem. For example, my first playthrough after completing an ungodly amount of NCR quests my rep never went above "accepted" while wearing NCR Ranger armor. My second playthrough I just wore combat armor and I was "liked" in like 3 quests. What gives?

It's different because you're posing as someone you're not. There is usually a message telling you're disguised as a faction member. Good test of this is to wear legion armor in an NCR place, even though you're clearly not legion, you are dressed as them and they will shoot you based on it.

It's because you're wearing a disguise, therefor all the credit is going to a stranger they think is in the NCR. You need to remove your "disguise" (faction armor, IE the Ranger armor) and wear "neutral" armor or clothing. I don't think it's a bug, it's the way it was intended.

Open up the "Help" menu in the game and look up how disguises work.

Hmm, so it's not a bug after all? I've been wearing NCR armor for the longest time and lo and behold, my emergency radio says my rep with them is too low. Damn, I liked that armor.

No it is deliberate, I cannot remember where I read this but the game states you cannot gain rep whilst wearing faction armor. I think its in the pop-up screen for when you first put on faction armor - someone can confirm.
