Ok, so Mr. House had the Lucky 38 casino before all the other casinos right? Well the newspaper article in the Presidential Suit says that the Gomorrah was up and running, and the most popular even before the Lucky 38 opened. Am I missing something?

I assumed they meant the Pre-War Gomorrah. The casinos were all built and running before the bombs fell. Mr House and the families just rebuilt and re-opened the Strip.

House didn't -build- the casinos. He simply bought the Lucky 38, and then used it as his base of operations from which to take over the rest of The Strip. He didn't have anything at all to do with -building- the casinos. Those are pre-war newspapers detailing the history of the places, and such.

I'm pretty sure all michael angelo made were the strip gates and the vault 21 signs (hell that sign could've been war). I'm pretty sure those billboards were made before the war too.

Well put Ashya. Yes, all of The Strip is Pre-War. Gomorrah, The Ultra-Luxe, The Tops, The Lucky 38, and Vault 21 are all pre-war. They were all famous, but The Lucky 38, either Mr. House bought it or secretly turned it into a fortress, and that essentially became a pristine example of pre-war.
