I’m sure I read somewhere that for some of the weapons you would be able to switch between semi-auto to automatic including in VATS?
Was it included in the game? And if so how?

first i have heard of it, they would have had to of built FOSE, or NVSE i guess it would be called now in to new vegas - they didn't...

if your on a PC, then you could DL NVSE then go to the nexus, there are a few mods out that allow a hotkey for weapon firing selections. semi, 3 round burst, and full-auto.

i suspect there will be a FPS style hotkey for grenades soon too if there isn't 1 already.

if your not on a pc... well it svcks that you cant mod consoles (legally) but thats the way it is...
