It appears to be a scrapped version of NCR armors.

thats what im thinking as well, although it is interesting it appears on the back of the game box...
it actually looks more like boones armor than anything else

I must have seen that picture a dozen times and never noticed the short sleeves.

If it is scrapped NCR trooper armour I hope they put it back in because it looks better. Not for all troopers, just one suit somewhere the player can play. Maybe a light and medium version. I only wear light.

And if it didn't disguise you as NCR so you could wear it all the time without worrying about the big bulls eye on your head.

Yep it looks very much like one of Boone's 'upgrade' options, the http://fallout.wikia.com/wiki/1st_Recon_survival_armor to me.

It is the 1st Recon Survival Armor. The sleeve patch is a dead give-away.

It's base id is 140c38

so try: player.additem 140c38 1

If you lucky, it should work
If more luckily, it shouldn't count as one of NCR's armour.
