I wish they had more of a role in the game! I mean, Atleast a small base or a few wandering the wastes! Or is there some that i don't know about?

My advise to you is that you should be nice to your companions and you might just get a bit of what you want.

I've encountered.....I think four characters with Enclave ties. Maybe five.

The real Enclave forces all relocated East after the fall of the Oil Rig. The only people left in the West are a small bunch of deserters.
