There's one in Freeside, but IIRC you need the part of the gang he's with before he will shave your head.

Don't know about others, haven't really looked for any.

There is ONE, and he works for Kings only, to be a king, you have to work for The King and ask to join The Kings. HOWEVER, if you intend to do the NCR route, this rules out your ability to ask The King to curb the violence against NCR residents in Freeside

That's the only option as far as I know but if you're playing on the PC you can use a mod to change your character's haircut or beard (you can check my signature). ;)

Like almost everyone above me said, a barber in the Kings will cut your hair if you are one of them.

In addition, on PC: "showBarberMenu". Also "showPlasticSurgeonMenu" should work too (unsure if that is the correct commnd)
