They should be way worse, all they do is crucifications and enslave women. They should have combined the khans and caesar's legion only not have anything to do with the romans at all.. it's way out of place in a fallout game.I think they should be a huge group of drug dealing slave running murderers. And why are there virtually no CL quests when compared to the NCR?

Seriously though, did you not read or listen to the dialogue? Caesar chose the 'Roman Empire' look BECAUSE it is an alien and unfamiliar concept. He would strip down each conquered tribe of it's tribal identity and give them the uniform Roman idealisms he tries to pass on. He also feels starting over completely is the only way for the world to be on the right track.

I say they were slightly out of place to the rest of the story, NV proper, it's factions, and the multi layered areas seemed to me at least to be the "other" faction rather than CL..
I was thinking today, the three main factions style ending involving the Dam was slightly gimicky too, the Khans, powder gangers, fiends, muties and areas would have made a fantastic alternative to the NCR / House / CL little power play we tended to be pigeon holed into imo.
That and some true emerging ideas / principles / alternatives to the might makes right / power for power no matter the means would really have added even more depth then we allready were given tremendous amounts of.

I would much rather have them show a legion settlement or city, rather than more killing and the like.

If Caesar truly learned from the old books, he would have learned many things about Roman art and architecture, and hopefully, we should see some sort of 'new rome' in a DLC, to see the true Civilization of the Romans.
