I want to fire from the hip with my new All-American rifle and I am wondering if there are any perks that will help my accuracy.

Don't think so. Most perks that have an effect on accuracy are VATS-only, and the few others all have some condition that would keep them from applying to the All-American.

Run and Gun, for pistols and SMGs...Cowboy, only damage and not accuracy besides being only lever-action longarms...etc.

The trigger discipline trait improves accuracy outside of VATS.

There are also special ammo that decrease spread for some weapons.

Fixed for you, Trigger Discipline does effect VATS accuracy.

Always thought the Marksman Carbine (and the All-American) shot just fine from the hip.
