Love F:NV, just two questions... : Fallout: New Vegas

I've playing Fallout since the glory days of 97 - 98, and am having a blast with New Vegas so far. Just two quick questions:

1. Is that Chris Avellone's face on the NCR 5$ bill?
2. Is the sign in front of the Lucky 38 promoting "revolting cocktails" a shout out to the Revolting Cocks? I laughed out loud when I saw it. It really is like being back in the 90s...
