Meanwhile, I've been carefully plotting my new character. My goal was to maximize skills to make him proficient at nearly everything, then after that focus on VATS proficiency. So here's my plan...

Implants for DT and health regeneration, then Agility, Strength, Charisma, and Perception. My character is going to wear a Desperado Cowboy Hat for an extra Perception point too.
So, at level 30, Explosives, Lockpick, Barter, Speech, Medicine, Repair, Science, and Guns skills will all be at 100, Energy Weapons will be at 60 for the Concentrated Fire perk, and Sneak will be at 63. If/when PS3 gets a level cap raise, I'll max out Sneak and then spend the rest of the points as I need for any new perks I might want, or choose Gunslinger and Commando and dump all the excess points into Unarmed to switch up combat every now and then.
